Frederick B. Malvin, CPA, CGMA

Mr. Malvin retired as Navy Commander with over 5,000 flight hours logged; Commanding Officer of two Navy Bases.
Mr. Malvin has a Bachelors Degree from The College of William & Mary and Masters Degrees from George Washington University and the Naval War College. He attended the graduate school at American University and completed Masters of Taxation courses at the Marshall-Wythe School of Law.
Following five years in the tax department of Coopers & Lybrand (now PriceWaterhouseCoopers, LLP), he was the Tax Partner for a large local accounting firm.
He is Past President of the Virginia Peninsula Boys & Girls Club, Past Chairman of the Board of the Peninsula Drug Rehabilitation Services and the Friends of the Homeless, and Past Chairman of the William & Mary Olde Guarde Association. In addition to having served on the advisory Board of the Peninsula Trust Bank, he is currently a member of The William & Mary Order of the White Jacket, the American Legion Post 39, and the Military Officers Association of America. He was selected as five times for winner of the “Super CPA” contest in the Virginia Business magazine. In January 2004, he was added to the Boys & Girls Club “Wall of Fame”. Mr. Malvin was recently names by William & Mary as the 2017 Alumni Medallion receipant, an honor bestowed on only 300 individuals in the history of the college.
Joyce Riggins Schaffer, CPA, CFP, CGMA

Mrs. Schaffer obtained an undergraduate degree from The College of William & Mary and received her Certified Financial Planning designation.
She worked in the internal audit department of Nations Bank and was the Tax Manager for a large local accounting firm. She is active in the Rotary Club of Oyster Point, where she is Past President of the Board of Directors and Treasurer of the Rotary Club of Oyster Point Foundation. Mrs. Schaffer is active in the Virginia Peninsula Chamber of Commerce, where she is a past member of the Board of Directors, Past Chairman of the Business Services Division, and is Past Chairman of the Chamber Ambassadors.
She was the 1989 recipient of the Peninsula Chamber Accountant Advocate Award in addition to being the 1990 Virginia State Accountant Advocate. In addition, she is Past President and Charter Member of the National Association of Women Business Owners (Tidewater Chapter), Past Treasurer of the Kiln Creek Home Owner’s Association, and Past Treasurer of the St. Stephen Episcopal Church Foundation.
Chapter, Past President of the Warwick at City Center Rotary Club, Newport News, a current Board of Trustee member of the Warwick Rotary Foundation, a current board member of VSCPA Educational Foundation, as well as being recognized as one of 2015 “Top 5 Under 35”.

Mr. Hart obtained his undergraduate degree from Old Dominion University with a Business Administration in Business with a concentration in Accounting, and has been a partner since 1974 in a CPA Firm which merged with Malvin, Riggins & Company, P.C. in January 2001. Mr. Hart’s practice is concentrated in taxation and planning with estate, business and individuals.
He has completed the Old Dominion University Financial Planning Course, is Past President in the Peninsula Estate Planning Council and currently involved in the Hampton Rotary Club.
